My layman's guess is that it's a chronically infected hair follicle. I have one on my shin. It doesn't "pop" but the spot can sometimes be sore or tender. See a dermatologist about it.

It's an ingrown hair, i had one on my thigh once just kinda scrape at it till you see the hair... grab it with tweezers and pull it out it will just turn in to a scar but will no longer hurt jim matlock M.D.

i know exactly what that thing iis its an ingrown hair infection from like where two pieces of skin rub together somewhat like a boil but all you have to do is poke it with a needle and push as hard as you can stand it!
